Call for Applications Financing in Support of Clinical Education

As part of theÌýMinistry of Health and Social Services (MSSS) financing program for health professional teaching in clinical settings, the ¿´Æ¬ÊÓƵ University Faculty of Medicine and Health Sciences benefits from a budget to support clinical education in Communication Sciences and Disorders, Nursing, and Physical and Occupational Therapy.

PROGRAM OBJECTIVES

As part of the 2021-2022 Ministry of Health and Social Services (MSSS) financing program for health professional teaching in clinical settings, the ¿´Æ¬ÊÓƵ University Faculty of Medicine and Health Sciences benefits from a budget to support clinical education in Communication Sciences and Disorders, Nursing, and Physical and Occupational Therapy. $120,000 is available, earmarked for distribution (based on student population across the three schools) as follows: $24,000 in support of clinical education in Speech Therapy; $48,000 in Nursing; and $48,000 in Physical and Occupational Therapy.

GOVERNMENT PRIORITIES

Access to care and clinical teaching needs specific to the pandemic are top priorities for the government. Therefore, projects proposing the creation, expansion, or optimization of teaching sites, and the use of novel approaches to clinical education related to the pandemic will be prioritized.

ELIGIBLE ESTABLISHMENTS

Financial support is offered to the publicly funded health institutions in the Quebec network, which host students from ¿´Æ¬ÊÓƵ’s School of Communication Sciences and Disorders, Ingram School of Nursing, or School of Physical and Occupational Therapy.

REQUIREMENTS OF REQUESTS

Those who wish to present a request for financing, as defined by the framework of the program, must submit their request using the .

ALLOWABLE EXPENSES

Items requested must be related to teaching activities to be admissible. Items that are purely or largely patient care related are not eligible. The types of expenditures eligible include, but are not limited to:

  • Virtual technology simulating real clinical practice (e.g., injection trainer, mannequins);
  • Improvement of units for clinical teaching (e.g., video cameras for supervision);
  • Tele-rehab suite;
  • Online (digital) didactic material not available through ¿´Æ¬ÊÓƵ libraries or IT services, nor at the hospital library, and required to be available to all trainees in the program/course;
  • Optimization of ambulatory infrastructures (e.g. Equipment for consultation rooms used by student health professionals such as exam tables)
  • Audio-visual and data-processing equipment (e.g., computers, tablets, projectors, headphones) and remote clinical education equipment (e.g., webcams)

Exclusions: Programs and activities associated to research, development of custom databases or mobile applications, subscriptions, resources with recurrent (i.e., monthly or annual) costs, and resources installed on a single computer/device, hard-copy textbooks (unless earmarked for a hospital library and a digital version does not exist).

Allowable expenses must be incurred between April 1st and August 28th 2022; no financial assistance will be granted for purchases prior to April 1, 2022.

SELECTION CRITERIA

Projects will be evaluated according to the following criteria:

  • Relevance of the project with respect to SCSD, ISoN, and SPOT program requirements for clinical teaching
  • Dollar amount of the request;
  • Quality of the application;

APPROVAL OF THE PROJECTS

The applications will be assessed for relevance and program compliance by a committee of representatives from SCSD, ISoN, and SPOT. Recommendations for funding will be forwarded to the PAMC Executive Committee of the ¿´Æ¬ÊÓƵ Faculty of Medicine and Health Sciences to confirm relevance and compliance to PAMC goals. Once confirmed, the recommendations will be forwarded to the MSSS. Final approval of the projects is granted by the MSSS.

Once the project is authorized by the MSSS, a service agreement will be signed between ¿´Æ¬ÊÓƵ University, represented by the Faculty of Medicine and Health Sciences, and the institution.

METHODS OF REIMBURSEMENT

The amount allotted will represent the maximum amount to be reimbursed by ¿´Æ¬ÊÓƵ. The total amount requested must include all the applicable taxes as well as delivery and transportation costs, the cost of any warranty or service, and insurance, etc.

¿´Æ¬ÊÓƵ will reimburse all authorized expenditures upon receipt of the invoices prepared by the institution and accompanied by the suppliers’ invoices and proof of payments. Requests for reimbursement along with backup documentation are to be submitted by August 28, 2022 to: prof_schools-pamc.fmhs [at] mcgill.ca .

Proof of payment between the institution and their supplier is required to be eligible for reimbursement.
